develops software for water districts A
computerized Billing and Collection System (BCS) and Financial Management Information
System (FMIS) package is now available and actually being installed to interested
Water Districts by the Commercial Practices System Division, a unit of LWUA's
Water Resources Research and Training Center (WRRTC). Both
application softwares were developed by LWUA. The
Billing and Collection System (BCS) application software can be installed as an
independent module. The Financial Management Information System has five
sub-systems ( Cash Management, Disbursement, Fixed Assets, Inventory and General
Accounting Systems) and can be integrated with the BCS to facilitate the consolidation
and standardization of commercial procedures and financial reporting in a more
cohesive, accurate and cost-efficient manner.
These applications fully
conform to L WUA -prescribed Commercial Practices Systems.
The software
package costs PHP 15.00 per service connection (based on the total number of service
connections at the time of installation), with a minimum cost of PHP 75,000.00.
If
the WD wish to avail of the BCS module only, this will be at P10.00 per service
connection with a minimum cost of PHP 50,000.00.
The FMIS module costs
PHP P7.00 per service connection with a minimum cost of PHP 35,000.00 These
software packages can be availed of in cash or installment basis, with 50% down
payment and the balance payable in 12 equal monthly payments with an interest
of 12.5% per annum.
All check payments should be payable to the Local Water
Utilities Administration.
The minimal "out-of-pocket" costs (Personnel
Services costs and actual transportation expenses) during the installation period
shall be reimbursed by the client-WD.
