The development of the country's
water supply falls under the responsibility of different agencies,
both government and private. This responsiblity is generally
divided into areas comprising the Metroplolitan Manila area
-- an area composed of several contiguous cities and municipalities
and which is the most populous -- and areas outside of Metro
Manila.
The Metropolitan Manila area
is serviced by two private concessioners, namely: Maynilad
Water Services, Inc. and Manila Water Company, Inc., operating
and maintaining systems used to be handled by the Metropolitan
Waterworks and Sewerage Systems, under a 25-year concession
agreement that began in August 1997. |

LWUA's
area of responsibility is the biggest: provincial cities
and urban communities with a population of 20,000 and above.
Below this level, communities are serviced by LGUs or local
government units, the Department of Public Works and Highways
or DPWH, and small, local private water suppliers.
LWUA
is the only Philippine water supply institution with consummate
expertise -- an expertise that spans the technical, financial
and institutional aspects -- in developing Level 3 (individual
household connections) water supply systems.
However,
the Agency also has expertise in the development of Level
1 (communal wells) and Level 2 (communal faucets) water
systems. Said expertise has been tapped, repeatedly, to
extend assistance to other agencies responsible for the
development of said water systems.
For
better organizational control and faster operational response
time, LWUA divided its area of responsibility into several
so-called Areas. Each Area is composed of one or several
contiguous geographical regions.
