The law which created the Local Water Utilities Administration and the water districts is known as the PROVINCIAL WATER UTILITIES ACT OF 1973 or Presidential Decree No. 198, usually referred to as P.D. 198. It was signed into law on May 25, 1973 by then President Ferdinand E. Marcos.
