Chairman Prospero A. Pichay, Jr. accepted the chairmanship of the LWUA Board of Trustees as a response to President Gloria Macapagal-Arroyo's challenge that every town and barangay in the country be provided with a water supply system.
     Chairman "Butch" Pichay is a professional businessman who has found fulfillment in public service. He served a three-term stint (1998-2007) as Representative of the First District of Surigao del Sur, held the chairmanship of the House Committee on National Defense in 2000, and headed the House of Representatives contingent to the Commission on Appointments in 2005.
     He holds a Bachelor of Science in Commerce degree from the De La Salle University. He is both an active sportsman and supporter of sports development in the country; in fact, he is currently Chairman of the Philippine Surfing Federation and President of the National Chess Federation of the Philippines and the Basketball Association of the Philippines.
