Acting Chairman

Acting Chairman Proceso T. Domingo is Presidential Assistant for Infrastructure tasked with evaluating projects of the DPWH and its attached agencies. Before this presidential appointment, he was Administrator of the National Irrigation Administration (2005) and is considered as one of the key people who made NIA's Upper Pampanga River Integrated Irrigation Systems (UPRIIS) a strategic component of agricultural development in Central Luzon.

A dedicated public servant who rose from the ranks, Chairman Domingo is a civil engineer by profession. He has master and doctoral degrees in education, major in administration and supervision, and also holds a Career Executive Service Officer (CESO) eligibility.
