Regulation Commission names Alfredo Espino Most Outstanding Sanitary
Engineer
Alfredo Espino,
LWUA operations manager for Mindanao was conferred this year's Most
Outstanding Sanitary Engineer Award by the Professional Regulation Commission
during the awarding ceremonies held recently at the Grand Ballroom of
the Sofitel Philippine Plaza, in Manila.
Department of Labor Secretary Arturo D. Brion, the affair's guest of
honor and an awardee himself, together with PRC top officials headed
by Chairperson Leonor Tripon-Rosero, presented the award and the PRC
trophy of honor to Engr. Espino, before an audience composed of professionals
who were similarly commended for their performance in their respective
field of specialization.
From the long selection and list of nominees, Espino was named most
outstanding in the field of sanitary engineering for his competence
in the implementation of water supply development projects such as treatment
plants, sewerage and sanitation systems in the different cities and
provinces of the country.
The PRC selection committee also considered Espinos's academic excellence
for having earned his degree in Sanitary Engineering (Master Equivalent)
at the International Institute of Hydraulics and Environmental Engineering
at Delft, The Netherlands, and his Civil and Sanitary Engineering degree
from the Mapua Institute of Technology; for his active involvement in
various professional organizations and continued participation in seminars
and training here and abroad aimed to contribute in the advancement
of the profession; and for dynamic contribution that gave far reaching
effect in the water supply treatment and management in the country which
included in role in updating and revising the LWUA Technical Standards
Manual.
Espino is the second LWUA engineer who received the PRC citation. The
first recipient is Engr. Armando T. Fernandez, currently the loans and
water rates evaluation department manager for Luzon, who was cited by
the same award giving body as the most outstanding sanitary engineer
in year 2004 in a ceremony attended by then Executive Secretary, and
currently press secretary Ignacio Bunye.
The Professional Regulation Commission (PRC) is the government instrument
that systematically and scientifically controls the issuance of professional
license to individuals in accordance with the value consensus and the
knowledge base of the profession.
