Chairman Prospero "Butch" Pichay, Jr. (in striped shirt)
turns over the Conditional Certificate of Conformance (CCC) to
Dumalinao, Zamboanga del Sur Mayor Ace William E. Cerilles as
proof of the formal establishment of the Dumalinao Water District
(DWD), the first stage in the modernization of the town's water
supply system. The turn over was witnessed by Zamboanga del Sur
Governor Aurora E. Cerilles (second from right) and other management
