Tulagan (in coat) Conditional Certificate of Conformance No. 612 formally creating the Mapandan Water District (MWD) which will provide safe and potable drinking water to some 35,000 residents of Mapandan, Pangasinan. The Mapandan Water District is a totally new water supply system to be funded by a P30 million loan from LWUA and counterpart fund from the municipal government and assistance from the office of Rep. Tulagan. Expected start of actual construction and development works will be on the last quarter of 2006 and is projected to be partially operational by April next year.
