Orlando C. Hondrade (right) personally thanks Rep. Roger G. Mercado,
Chairman of the House Committee on Public Works and Highways,
for the speedy approval on the very first reading of House Bill
2394 principally authored by House Deputy Speaker Eric D. Singson
seeking further amendments to Presidential Decree No. 198 to increase
LWUA's authorized capitalization to P25 Billion and local and
foreign borrowing ceilings to P10 Billion and $700 Million, respectively.
Hondrade said the legislated strengthening of LWUA's financial
capability is urgently needed to support the water supply development
program of President Gloria Macapagal-Arroyo that is intended
to provide Filipinos in the countryside with much-improved access
to safe potable piped water supply.
