NOTE:
1. As a govenment agency, LWUA shall deal only with legitimate suppliers/contractors which issue BIR-registered official receipts.
2. All entries shall be typewritten.
3. Quoted prices shall be inclusive of applicable taxes and shall be firm and valid for a period of at least thirty (30) days from the date of receipt of quotation & shall be binding upon the supplier within the period.
4. Delivery period from Notice of AwardlPurchase Order shall be five (5) working days after approval of flats.
5. Warranty shall be for a period of at least one (1) year from date of acceptance by the LWUA.
6. LWUA reserves the right to post-qualify any supplier and/or to reject any or all submitted quotations.
7. P.O. shall be awarded to the lowest calculated responsive bid; delivered items are subject to inspection, with payment processing to commence only after acceptance by the end-users.
8. PhilGEPS Registration Certificate shall be submitted with the quotation.
9. Bidders shall submit with the quotations technical brochures of the product being offered, if
applicable
10. Terms of payment within 30 calendar days from date of acceptance.
11. Approved Budget for the Contract P 250,000.00

The LOCAL WATER UTILITIES ADMINISTRATION (LWUA), through its Property Disposal Committee (PDC), invites all interested bidders for the Disposal through Public Auction of the following unserviceable LWUA properties on an "As Is, Where Is" basis:

Sealed bids will be undertaken by the Property Disposal Committee on July 16, 2010, 10 am at the LWUA Bidding Room, Ground Floor, LWUA Building, Katipunan Avenue, Balara, Quezon City, at which time, place and date bidding will be conducted in the presence of the bidders or their duly authorized representatives.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulation (IRR) of R.A. 9184, otherwise known as the "Government Procurement Act".

Prospective bidders should possess a valid PCAB License applicable to the type and cost of the contract, have completed a similar project within the last ten (10) years with an amount of at least 50% of the ABC, and have key personnel and equipment available for the prosecution of the contract. Design professionals should have valid licenses issued by the Professional Regulatory Commission in accordance with the provisions under Section 24.1 (Technical Documents) of the IRR.

Bidding is restricted to Filipino citizens/sole proprietorships, organizations with at least 75% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws and regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR). The schedule of BAC activities is as follows:

A complete set of Bidding Documents may be purchased by interested bidders upon payment of a non-refundable amount of Eight Thousand Pesos (P8,000.00) to the LWUA Cashier. It may also be downloaded from the website of the PhilGEPS, provided that bidders shall pay the nonrefundable fee not later than the submission of their bids. Interested Bidders may obtain further information from the BAC Secretariat at Telefax No. 920-5445.

Bids must be submitted to the BAC at the BAC Secretariat, LWUA, G/F LWUA Building, Katipunan Road, Balara, Quezon City. Late bids shall not be accepted. Bids will be opened in the presence of the bidders' representaives who choose to attend at the Bidding Room, G/F LWUA Building.

Bids received in excess of the ABC shall be automatically rejected at the bid opening. In accordance with the IRR of R.A. 9184, a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.
