within the last five (5) years with an amount of at least 50%
of the proposed contract for bidding, and have key personnel and
equipment available for the prosecution of the contract for services.
The Eligibility Check/Screening as well as the Preliminary Examination
of Bids shall use non-discretionary "pass/fail" criteria.
Post-qualification of the lowest calculated bid shall be conducted.
All

Expressions
of interest
The
Local Water Utilities Administration (LWUA) has received financing
from the World Bank toward the cost of the Local Government Support
for Regional Water Supply Project, and intends to apply part of the
proceeds for consultant services. The services include:
Technical
Assistance Support. The consultant will prepare feasibility studies,
detailed engineering designs for detailed review, as well as the preparation
of bid documents. This will include assessment of technical, financial
and institutional options, their review with local stakeholders and
preparation of associated documentation. The consultant will begin
with a through review and update of existing project preparation manuals
within LWUA.
The
Local Water Utilities Administration (LWUA) now invites eligible consultants
to indicate their interest in providing the services. Interested consultants
must provide information indicating that they are qualified to perform
the services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff,
etc.). Consultants may associate to enhance their qualifications.
A
consultant will be selected in accordance with the procedures set out
in the World Bank's Guidelines: Selection
and Employment of Consultants by World Bank Borrowers,
May 2004 revised August 1, 2006.

INVITATION
FOR CONSULTING SERVICES
The Local Water Utilities Administration (LWUA) has received a loan
from the Kreditanstalt fur Wiederaufbau (KfW) of Germany for the Provincial
Towns Water Supply and Sanitation Program III (PTWSSP III) and intends
to engage the services of eligible international Consultants in association
with Filipino Consultants for the water supply projects for two (2)
separate city water districts (WDs) and two (2) separate municipal WDs
all located on the Luzon Island, Philippines. The two (2) city WDs are
Dagupan (Pangasinan) and San Jose (Nueva Ecija) while the two municipal
WDs are Orani (Bataan) and Cabuyao (Laguna). All project sites are accessible
through land transport from Manila. Preparation of detailed design,
tendering and construction supervision for the four (4) WDs shall be
provided by the Consultants.
International Consultants in association with Filipino Consultants are
invited to submit application for prequalification. The international
consulting firms shall be the lead consultants. The services required
from the Consultants are as follows:
- Review
of project feasibility studies and preparation of the final Program
of Work
- Conduct
of field surveys and engineering studies
- Preparation
of technical specifications
- Preparation
of detailed engineering designs
- Drafting
of design drawings and plans
- Project
cost estimating
- Preparation
of tender and contract documents
- Support
LWUA in the tendering process
- Supervision
of construction works
- Support
the WD in the strengthening of poverty orientation, interaction with
the local government units (LGU) for cooperation of sanitation measures
(e.g. septic tank management) and coordination with solid waste program
of KfW and Water Programs of GTZ.
Interested
consultants who wish to offer their services described above may submit
a Prequalification document to the following address not later than
18 April 2007.
