FIVE-YEAR ACCOMPLISHMENT REPORT
CY 2001-2006

The Local Water Utilities Administration made an impressive performance during the period 2001 to 2006. The Agency's five-year accomplishment report is summarized as follows:

Water Supply Coverage

In a span of five years, an additional 2.5 million people in the country's provincial urban have been given access to improved water supply. To date, LWUA serves 13,294 million total urban populations in operational Water District areas.

Water Supply Infrastructure Development

During the period, a total of 301 water supply projects were completed consisting of major expansion and small rehabilitation projects.

Noteworthy is the remarkable improvement in LWUA's project disbursement level starting 2002 reaching a record high 1.7 billion peso yearly average. LWUA's historical project disbursement record prior to 2002 showed a yearly average of only 720 million pesos for the past five years (1997-2001).

Financial Assistance

For the same periods a total of 6.3 billion peso loans was granted to the water districts while a total of 9.2 billion pesos was availed by the water districts to finance the construction of level III water supply development projects nationwide.

Further, in view of the government funds to support the financing of water supply development in the countryside, LWUA made an aggressive move to tap alternative sources of funds. In addition to the to the internal cash generation (ICG) of LWUA and congressional funds, LWUA has sourced funds through the following: (a) LandBank borrowings, (b) DBP credit facility to WDs with LWUA as guarantor, and (c) WD reserve deposits.

LWUA Financial Efficiency

LWUA collected a total of 7.7 billion pesos or a yearly average of 1.1 billion pesos from loans extended to Water Districts. In terms of collection ratio, the yearly average stood at 84% for the past five years.

In addition, LWUA's debt-service payments to foreign lending institutions remain current for the past years.
